Unarmed Civilians?

Okay - I have Zeds coming out my ears (thanks to a purchase of a couple Wargames Factory hordes) and I've got the stalwart defenders of Landing Zone Coventry (Empress SAS, some police and armed civvies from various manufacturers) but I need a good source for 1:56/28mm unarmed civilians. Any suggestions? Since the'll likely outnumber the armed security forces, a good price would be helpful as well.

Thanks in advance, and also thanks for the inspiring pictures and discussions - this is often all the "minis gaming fix" I get, due to schedules and Life-In-General.

Some of the Superfigs civilians are a little crude looking, but there's a good variety of poses, and they are inexpensive.  Same applies to the Mega Miniatures.

There are some unarmed civillians in Hero Clix  and others that can easily have their weapons removed . Also those plastic Dr Who figures when repainted make good teens or old men

Offensive miniatures: some of the unarmed rioters make for great paniced civilians, most weapons could be removed too.

There are some scientist/NPC types in the Star Wars prepaint line that I use for civilians. A few flicks of an X-acto blade can get rid of any weapons/sci fi gear. And they are cheap.

I use the Chronoscope students, kids, scientists and stage magicians. They work well with Infinity, the Copplestone lines and other 32mm to 35mm lines, but are to big for smaller scales.
Far less active than I used to...

100 there for £10. It does say they're 36mm tall so may be too big for you.
I use HO/OO scale for the bulk of my 15mm zombie horde, about 15-20 to a 20mmx40mm base for that 'unstoppable tide' look. Skinnier than my 15s but a match for height (I figure zombies will be a little on the slim side).

Depending on your chosen techlevel/clothing style, you might want to check the civilians available from Gripping Beast/Woodbine:

Just a single pack, but the figures aren't bad - I got a pack to go with my colonial marines, but I haven't painted them up yet. 28mm figures, but a bit stocky. Might not work if directly compared to Copplestone or Foundry figures, but might fit into a crowd. :)
