Fallout 3 + 5 expansion packs
these are: Operation ancorage, Broken Steel, The pitt, Point Lookout and Mothership zeta.
if you havent got the game by now, wait a few months when the GoTY edition is out that will have all of the expansion packs with it.

Question: where can I find suitable Raiders miniatures?

I have several at home, but I am wondering whether I have missed some. This is what I found:
*EM4/Mirliton
*Mad Puppet (absolutely the best ones)
*GW Goliaths (I like the Juves the most, the rest totally absurd in comparison to other manufacturers)
*Foundry Street Violence (especially Scabies Punks)
*Hasslefree's Joe

So am I missing models?
I will be converting these with Fallouty weapons:
TAG M4 x 10  x 10 (Infiltrator, add a silencer and remove the stock)
TAG WEA051 M1 Garand Rifle x 10 (Hunting Rifle)
TAG WEA020 AK47 Solid Stock x 10 (Chinese Assault Rifle)
TAG WEA186 PPSH41 x 10 (Combat Shotgun)
TAG WEA054 Browning Automatic Rifle x 10 (R91 Assault Rifle)
WEA060 M1 Flamethrower x 5 (Flamer)
10mm Submachine Gun (remove the front handle from the small MP5K and it is perfect) and a .44 Scoped Magnum (add a Street Violence scope to the revolver and presto!).

Some of the GW Gorkamorka Digga's may fit the bill with some converting, don't know many else except for the ones you already listed.

Edit: Kallistra's set of near-future gangers also has some suitable models. Me and Braxandur both have a set so you can check them out before ordering:

It's a Kallistra ganger with a weapon swap and an added bionic eye, but otherwise untouched. The set contains 10 models:
3 scavengers based on the same model but with different heads and details, all carry a rather nice looking harpoon gun:


One scavenger carries something that looks like a cross between a stereo and a chainsaw:


There's a girl that works ok as a ganger but the model is far from special:


There's a post-apocalyptic pimp sticking out his tongue:


And there are three other decent looking ganger models, the middle one has a very ugly looking shotgun but otherwise the models are ok, only the faces could be a bit nicer, but nothing to really worry about. I will give my models new hair though.

They're not, I got them as a graduation present and I was happily surprised. Haven't painted any but they are somewhat tempting me ;)

For existing systems Combat Zone is the most suitable I think. It is as scalable as you want. I do think it needs to have some adapted rules to make it more Fallouty:

*Get rid of unit cohesion; Fallout is about single models IMO and not about units.
*Adjust the weapons to Fallout them:
-Machine Pistol -> 10mm Submachine Gun
-Assault Rifle -> Assault Rifle/Chinese Assault Rifle
-Light Pistol -> Chinese Pistol
-Medium Pistol -> 10mm Pistol
-Heavy Pistol -> .44 Scoped Magnum
-Machine Gun -> Minigun
-Missile Launcher -> Missile Launcher
-Recoilles Rifle -> Sniper Rifle
-Flamer -> Flamer
-Shotgun -> Double-barreled shotgun
-Autoshogtun -> Combat Shotgun

-Knife -> Combat Knife/Switchblade/Knife
-Club -> Tire Iron/Baseball Bat/Police Baton/Lead Pipe
-Sword -> Chinese Officer's Sword

Missing Weapons
-Laser Pistol
-Laser Rifle
-Plasma Pistol
-Plasma Rifle
-Gatling Laser?
-Hunting Rifle

Armor:
*Primitive Armor -> All Raider Armor/Roving Trader Outfit/Merc Chamer Outfit/Regulator Duster
*Flak -> Leather Armor/Recon Armor/
*Combat Armor -> Combat Armor/Metal Armor/Talon Combat Armor/Ranger Armor
*Add rules for Power Armor

Other than that I think you don't need to change a lot. Maybe make some 'army lists'
I'm not a big fan of Combat Zone (I don't like 1D6 games, too limited) but I don't have a good alternative.

Received my Kallistra models yesterday! They look great. I can use 5 for my Raiders. Only 1 sculpt is bad (the one with chainsaw), the rest are very cool.
