I use the faller OO or Peco Jouve HO German buildings, small footprint but tall for my 28mm.

If you don’t want to play in the buildings, I’d go for DIY. Personally I use a mix if DIY and MDF terrain from Sarissa and TT Combat, but you need a large table to make it work.
