@Andrew: I believe those Mantic ghouls also have spikes growing from them, no idea why. In any case I'm not a fan and they'll have to go.
I never found GW's plastic ghouls compelling, something about those spikes and bone piercings just felt weird. I was also comparing them to metal ones from 6th(?) edition and thought it was a down-grade from those.

@anevilgiraffe: Quite like those, actually. They would do the trick but so far I've been sticking with good old fashioned metal and plastic miniatures and steering clear of 3d prints. Though what I've seen the layer lines can nowadays be pretty much non-visible, I still feel like too much depends on finding someone who actually does a decent job; uses modern printer, good quality resin and does curing carefully.
Though I'm sure one day I'll give in and see for myself how 3d prints fare agains more traditional castings. :)

At one point I did consider using Oathmark goblin slaves but their scale might be slightly smaller than average 28mm miniature and all the arms in that box seem to have shackles around wrists.

One thing that a lot of people have done is to use the GW Hobbit "goblins" - they'll fall foul of your clothing preference, but they're still perhaps worth bringing up. I did these (I mix them in with gnolls now):

Hey, I remember seeing those! I do love both paint jobs and miniatures do look sickly alright, even to point of being grotesque.
How do they scale with 28mm miniatures? I've been under impression they'd be smaller and more slender than, say, GW Bretonnians from late 90's. Even so they could be useful as mutants or, with beards made from gs and some ear surgeon, dwarf ghouls.

Kanto - I don’t honestly know what GW designers are thinking sometimes other than filling every bit of space. The stupid bone piercings that would make movement impossible are a particular bugbear of mine. I cut a lot of plastic of off each little ghoul.

Hobgoblin - I keep forgetting about the hobbit goblins (shows GW aren’t all bad they just need a strict guide to follow) and need to track some down.

I guess it's a matter of taste, but to my liking they do look a bit too samey and would require more converting than my skills allow to make them look different enough. :)

Well, it does seem that survivors have a difficult time picking the perp out of a lineup at police headquarters.

I'm starting to feel like I didn't do enough research; there seems to be so many options I'll have a hard time choosing which ones to use!

Another vote for the Hobbit Goblins here; they're barely clothed, but they do fit every other of your criteria. I actually added a Heresy Ghoul King to them as a leader. He's the big chap witht he shovel...

+++EDIT+++ I forgot to mention; they're all hunched over and therefore kind of lacking in height, but once straightened out to their full length, a larger one would be human sized. You can compare them with a regular GW sized human in one of the pictures (the red-clad necromancer behind them) and they look perfectly OK next to him and they're obviously in the same army.

Mind though; they were sculpted in different ages/sizes as well, which rarely happens. So there are smaller and larger figures on the same sprue!

I've never had a layer line issue on an Etsy print figure... it seems an issue with terrain (some sci-fi cars were terrible and I recently pimped some ruins from Amazon), but never with a figure - the odd uncured mini admittedly, but that has always been resolved and a replacement sent and I have bits for the bit box, so I'm happy.

The Ghouls kitbash really nicely with the Mantic zombies kit. If you'd get a couple sprues from that kit you could expand your options without having to start sculpting stuff yourself.

This is true. They also combine pretty well with other plastic ranges, most of them even clothed too ;)  I combined the mantic ghouls and zombies with Frostgrave soldiers and Perry WOTR Mercenaries and this all worked out really well. Granted; I wanted them to be zombies, but painting them less dead and more feral would give you perfect ghouls as well.

And then there's the Fireforge zombie villagers. Which would also combine really well with the Mantic sprues; this could easily give you fully clothed ghouls. In plastic...
