25mm acw basing for rules ?

i would like to build a confederate forces size still open to debate money and space .this is to wargame with hopefully so i need the correct base sizes and figure per ratio and board ?
however whats best for beginner
have heard johnny reb fire fury or would it be best to start with skrimish rules ? havent heard or seen any of them
any helpor info would be great

If you are going with 28mm figs I would recomend basing individualy with 20mm round bases and then using a magnetic movement tray or stand appropriate for whatever system you end up with.

If you want to do skirmish games in 28mm then I recommend Brother against Brother. They use individually based figures in units of ten. You don't need loads figures to have a fun game.

If you are talking about Fire and Fury or Johnny Reb, then you are talking larger games, Brigade/regiment based with units comprising stands of multiple figures, so 15mm works best.
