Are the RAFM miniatures true 25mm? They look fine beside the BTD gent.

I have no idea... true 25mm...? 28mm...? Like you said, I think they look fine with the BTD figure and most other figures I use.

I read a lot of complaints about Rafm being so small, but I think they fit in just fine. At least the Space:1889/Colonial/Riel Rebellion figures fit in fine with other figures I own for the same era (foundry, BTD, Perry, Old Glory, etc). Some of their older lines (ancients) seem a little small compared to more recently manufactured moderns (especially the huge plastic fellows). but I think that has a lot to do with the poses. The older figures are a lot less dynamic in pose and so take up a lot less space, which I think tends to exaggerate the differences in actual size.

Ral Partha colonials, on the other hand, I do find quite noticeably smaller - at least when they're standing next to figures of other manufacture. As long as they're in their own units and kept at a good same shooting range, no one notices... Most of mine are Gurkhas anyway, and they aren't exactly known for their hulking monstrous stature!

I agree with Tim.  The RAFM figures size is greatly under-exaggerated.  The humans are 27mm foot to eye, and they blend just fine with Foundry & Perry.  The Martians are taller, in accordance with the Space: 1889 fluff.
