I second Mayhem. A great system that is scale-free, but works best at 6-15mm.

I play Kings of War in 15mm, it is a great set of fast action rules that gives a great game.  As there is no need for figure removal multi based 15mm figures work.

The unit stats are easily adapted to any particular troops you have.

For figures I have most suppliers Demonworld, Eureka, Blood Moon, Ral Patha I am going to expand to other ranges too, Khurasan and Splintered Light just wish they had a UK distributor.

I've always found DB* and HOTT too generic for Fantasy and I like the buckets of dice approach. I'd go with Armies of Arcana, which was originally intended for 15mm but was taken up by the 25mm fraternity and gained some popularity. It has the same general feel as Warhammer but a slicker system, and if like me you have a chronic tendency to roll low dice then you'll prove lethal in battles.
It also has a points system allowing you to tailor the stats to whatever models you have. It also does not require you to rebase your figures which is kinda handy in 25mm certainly...

I'd chime in for Mayhem too - I absolutely love it and use it for all sorts of stuff.

I should think Lion/Dragon Rampant would work in this scale.  You can introduce optional rules for flanks (found on the Dux Rampant forum).  If each base was 1 or 2 strength points you can have some impressively large units depending upon how your figures are based.  It has fun command and control, is easy to pick up and play but does reward sound tactics.
