Surprisingly, he experiences no ill negative effects from this condition, not even the normal sleep deprivation effects such as fatigue, loss of concentration, and so on.

A visitor from Imperial Japan, maybe the original Japanese tourist.
He seems to spend a lot of time wandering around town but no-one knows exactly why he is here.

Hu-Rhu is probably not his real name, but it is what he is known as around Town as he is always walking up to people whilst uttering what sounds like' Hu-Rhu??'....

He is a particularly neat and dapper chap, unlike some in town and rumours abound that he is going to attempt to introduce the idea of laundering your clothing to those in need of instruction.
