In the early 80s Ral Partha produced a bunch of 'knock-off' figures to replace some of the Citadel designs they had been selling before the relationship ended. The scimitar wielding one under discussion was one of those and came in a boxed set of about 10 figures. One 'bad guy' with our figure in it and a 'good guy' version, presumably to replace the equivalent Citadel Warrior Knights of Chaos and Warrior Knights of Law sets.

I remember in my early days of collecting getting both of the RP sets on eBay and being somewhat disappointed that they weren't the real Citadel ones, even though they were superior in sculpting and casting! (go figure ... )

The first range of Regiments of Renown from the early 80s with solid bases only had three command figures to begin with; Leader, Musician and Standard bearer. Later on, most got a fourth 'Champion' figure which had the then standard slotta tab, our boy Hasim is indeed one of those as mentioned in a previous post.

Pretty close to the Citadel mini, though the Citadel one has a Chaosstar on the shoulderarmour, which the Ral Partha seems not to have, also the arms are little different, the crossguard etc

yup, mine has chaos arrows on the shoulderpad, and a second layer of pad under the shoulder pad, the handle of the sword has a little ornament which seem faded on the ironwinds modele, despite those details the RP model is a nice copy, and more important, is available for who likes the sculpt!

I see that mine is indeed the Iron Wind/Ral Partha  version. Would be cool to have both, but the lead mountain is getting to be a lead mountain range as it is.

Don't looks like a rare model but I must recognize I have been unable to find it in the online and print catalogs (1999 & 2000), or even the DoW army book.
I would say it looks like a warhammer (4th ed.) Dogs of War range
