It is. But as I said, it varies a lot : for example, the WOTR medieval pikemen and standard bearers were released barely three weeks after the greens were previewed on the Perry website whereas it took the Twins a good five months to release the Russian Napoleonic hussars in winter dress. And the advancing/attacking Bavarian infantry which were previewed around February/March of this year have yet to see the light of day - though ironically one painted sample is used as the icon for the Bavarian Napoleonic range on the Perry website.

well, this means that the WIP green prewiews are not a consistent key as to the release date. They clearly have a schedule towards what gets cast when, they can't do all at once.
Maybe they do not have an efficient communication policy? are we to assume that they post pictures of greens as soon as they are sculpted?
Anyway, Perry miniatures is one of the most efficient and consistent publishers of miniatures in the world, I believe.
Maybe the only customers who could complain are the ones who manage to paint their perry collections before the next release is out  ;)
