I like to make a folded bit with a central axis to go around the flagstaff; make it about the size of your printed flags, and stick it on with plenty of contact glue. Fold it a bit, let it dry, then glue the printed bits on over it. I like the strength of four layers of paper and three of glue. Where fancy swallowtails and forks are needed, the truth has been revealed by other posters: a blade with break-off sections, and make sure it's got a cutting edge fit for surgery.
