I like to make a folded bit with a central axis to go around the flagstaff; make it about the size of your printed flags, and stick it on with plenty of contact glue. Fold it a bit, let it dry, then glue the printed bits on over it. I like the strength of four layers of paper and three of glue. Where fancy swallowtails and forks are needed, the truth has been revealed by other posters: a blade with break-off sections, and make sure it's got a cutting edge fit for surgery.

After deep cogitations Harry has reached a conclusion... the Brethren's incompetent babblings on things flag/pennant wise must be totally ignored. As the master mogeller that I is, I've of course, come up with a much better idea. The fact that it's actually worked proving that it is indeed idiot proof. 
I cut the pennants out in a big square using a brand new scalpel blade, then after putting a strip of double sided tape to within a gnat's of the middle, folded 'em in half. I then  nicked Her Ladyshite's very best pair of craft scissors, and cut them into individual pennants. Sliding a needle down the fold opened the thing up just enough to slide it on the lance, I then found a quick twizzle and the pennant was solid enough on the lance, to let me pose the pennant in the breeze, then seal it with a coat of matt varnish. Like I said it's worked, in munchkin scale, with an idiot of my calibre at the helm so there you are...
