Jack Hooligan, gaming Streets of Rage is a great idea! If you're really gonna use A Fistful of Kung Fu, check out these great vehicle action rules from LAF fellow Pijlie:

I personally think that AFoKF is very nice as a game concept (the use of environment as a weapon) than as a set of rule mechanics, IMHO. I would advise you to check out Pulp Alley and Judge Dredd as great rulesets that can work even better for your Streets of Rage project with the addition of some simple house rules regarding breaking and using scenery items!  ;)

Oh yes, you could easily use the environment as perils in Pulp Alley. Good idea!  ;)

Works like a charm for MULP games!  8)  

One can also add +1 Dice of Brawl, Shooting or Dodge depending on the scenery item - as when using a length of lead pipe as a club, grabbing a trash bin cover as an improvised shield or throwing that smelly alley cat against the bad guys as a living missile (bio weapon)!  lol (*)

(MULP = Modern Pulp, you know!)  8)

(*) Been there, done that... and it worked like a charm! ;)

Dare I say it... I actually think SoR would work really well as a boardgame. Albeit a particularly minus heavy one, CMON style. It would work really well with a conveyor belt style board where new tiles are put in front while ones behind disappear, card decks for random enemies, etc I can really see how it might be possible to emulate the spirit of the video game.

I'd have killed that back in the 90s!
