If scaling with Cadians, it's the proportions and bulk rather than the height that I think is the big factor.

To that end, the Stargrave plastics are one of the best options.  They are a mm or two shorter to the eyeline, but the proportions are dead-on for GW-chunk.

In fact, alot of the figures sculpted by Mark Copplestone (who also did much of the Stargrave metals I think...) will have similar heft.   Copplestone castings and EM4 (formerly Grenadier) Future warriors figures will look pretty good with them.

I'll think on what else I've got and what else might be compatible...

Thanks for the tip about Copplestone!

I backed this guy's recent kickstarter: https://www.starschlock.com/

And was really happy with what I got.  They scale nicely with the GW 40K humanoid figures of the 90s / 00s, and would add some nice flavor to any sci fi offering.  Plus: undead astronauts!  https://www.starschlock.com/product/necronauts-a

Scale shot of a Maelstrom's Edge Epirian Master Bot Handler (a very "Saving Private GroundHog" exo-suit, but at least the soldier is wearing trousers).

Cannon Fodder and Stargrave

Crooked Dice's William Killian and Cannon Fodder

Anvil Industries Martian Fusileer with William Killian.

Thank you for those comparison shots!

I reallllly wanted to use the Unity Council stuff for this game...wish they would retool it. I'm probably going to get a ton of Anvils guns because they look so generic.

Thanks for the comparison shots. So the Cadian is a squatter and thicker than the Maelstroms Edge....and the Stargrave guy is the same next to the Cannon Fodder, while the CD figure is skinny....good to know!

Another figure line that might (or might not) be a smidge shorter, but has the same chunky proportions is Pig Iron Productions, especially the Kolony line. There's Militia, Rebels and Ferals and there's a pretty neat interchangeable head system.

As well as the North Star Stargrave line have you considered some of their Frostgrave stuff? The Cultists and Soldiers sprues would be the obvious choices for bodies and some heads but I imagine the two Wizard packs might be useful as well.

The Perry plastic Afghans are WAY bigger than their other plastics - I compared them with some Perry metal figures from the Crusades range and they were a head taller, they are also taller than the Empress metal Afghans - but they might be useful for for Grimdark Desert units with some new weapons.

Finally, Wargames Atlantic have some useful stuff in their sci-fi range and for civilians have you looked at the Warlord Games 2000AD figures? - I've no idea about sizing but some of them look like they'd fit into a homebrew setting.

I'd second Pig Iron. I run them as Veteran Guard at Kill Team events. They fit in well and always get interest - I have valhallans for proper GW funded events in GW premises where GW must be on the table :) I converted a load with GW weapons, arms and stuff.

I forgot about the Great Escape Games Gunfighters (with added Stargrave).

GW Cadian lasgun or Wargames Atlantic cannon Fodder arms would work just as well.

That’s a pretty cool kitbash- has a bit of a Matrix, or cyberpunk feel.
