Of course they can  :D. I expect they'd fit right into Empire of the Dead and quite a few other Victorian games.

Of course you can Mark. My 'non-official' schoolboys have been waiting for suitable opposition (in fact they have had to transport themselves into the 20th century for the opportunity of a (VBCW) game).

Seriously though, the rules encourage players to create 'non-official' forces.

Must sort out a game soon ...
