What is the Penalty for shooting from a moving vehicle?

If either a figure or an inbuilt weapon fires from a moving vehicle, what is the shooting penalty? Is, indeed, there a penalty in the same way that there is a penalty for moving >3"<6" or for running figures which may not fire at all? If the "vehicle" is a personal transportation (rocket pack, vertical spring translocator) then is it the same penalty as for any other type of vehicle? And what if the vehicle is being shot at since there are also penalties for shooting at figures which move more than 3" or more than 6".
I'm considering buying a black maria for the force's finest. Possibly also an observation ornithopter...
