28mm custom decals?

Anyone know of  manufacturer that will do custom shoulder flashes for 28mm?
I want to get the Czech Legion Infantry ' shield' done for 1919; basic infantry and some command
I've tried the home made printer stuff and it does not work (for me)

There's a real need for that - I'm in! Siberian Chevrons and arm patches (1918), Komuch's Army, Yudenich's Northwest Army (various insignia - but especially the sleeve patch with the chevron and cross). etc. Many possibilities.
