Terry Gilliam to direct.

Surely that would bring in the Gilliam Effect and put the project into development hell for 15 years or cause a member of the cast to drop dead? ;)

Christoph Waltz would have to be in the Thule contingent.

After seeing what he's capable of these days I'd also put Jerome Flynn into Curr's company somewhere too.

Actually, I saw Klaus Kinski as Dr. Kobalt.  Oliver Reed (in his slimmer days) would have made a good Lord Curr.

Rather than seing a movie based on this idea I'd be happier seeing some AARs using these rules.

I agree with Terry Gilliam directing, but would like to add Martin Scorsese

but why don't you first collect movies that already go along the premise, like "League of Extraordinary Gentlemen"  or "Wild Wild West"
