I need some pulp era super villains in 28mm.
I used to be with it, but then they changed what it was. Now what I'm with isn't it anymore and what is it seems weird and scary.

Most Pulp villains were gangsters or regular criminals in crazy costumes. Look at the Classic Batman villains.

You could go for copplestone pulp era gangsters and suits and use GS to add cloaks or masks? The Bob Murch range:
