Confused about an example

I was just rereading the rulebook and the example in 3.3.2 has me confused. It states

so the best tactic was for each of them to Shoot at a soldier who hasn't moved yet (remembering that each player moves 1 figure at a time)...

I thought that the Shooting Phase happened after all the players finished moving. Am I wrong? And if I am not how does the example make sense in light of that?

No penalty to hit a target that hasn't moved perhaps. I think that the use of the "has not yet" is mistaken and should read something like "didn't move this turn"

edit: Just looked at the errata and the wording is changed: http://inhermajestysname.files.wordpress.com/2013/04/ihmn-errata-19-01-2014.pdf

 It should be this: so the best tactic was for each of them to Shoot at a soldier who hadn’t moved yet (remembering that each player moves 1 figure at a time) or at  Private Davieswho didn’t move this turn
