I have most 15mm fantasy makes.....

For my Empire army I use Venaxia, not available at the minute and Old Glory Italian Wars ranges....the foot figures give a great Empire style look and the ranges are very good.

I use Essex miniatures for Bretonian/Rohida (or whatever Kings of war call them)

For Hobbits/Halflings I picked up some old Mikes Models landsknechts.....these will make great 'Imperial' Halflings.  the sculpts are quite small and stocky so ideal for the Shire/Moot folk.

I raised a 15mm renaissance starter army earlier this year (for FoG:R). From the beginning I planned to use it as the core of a fantasy human faction for playing Mayhem. After all, looking at the most widespread fantasy universe in wargaming, its Empire army is little more than a generic renaissance army pimped with a few fantasy elements (magicians, steam tanks and the odd creature). So, this should be fine within my own fantasy world... :)
The biggest portion is by far from Black Hat Miniatures, followed by Museum Miniatures and a few from 15mm.co.uk (mainly artillery). But be careful, some of the Black Hat Renaissance sculpts are very bulky and these can hardly be placed next to other manufacturers' miniatures, sometimes even next to other Minis from Black Hat.

Demonworld are my first choice since they capture the look of Warhammer well.  I also use a lot of Splintered Light and Copplestone.  Mix in Essex and Old Glory historical miniatures for Empire troops.

Museum Miniatures do some very nice 15mm medieval troops  including Landsknecht that would make some great Empire figures ,,, also some great bits from their War of the Roses and HYW  range including handgunners and Xbowmen .
I think mixing up figures from the three periods would give a great looking 15mm Empire army , cheers Tom
