I have now started to model the metal salt pan. I am using the Lion Salt Works salt pan as inspiration.

I remember "converting" a Dapol salt car from 00 scale to 28mm narrow gauge by widening the body...  :D
However I reckon that you have to scratchbuild all rolling stock in that scale though.

Outstanding - this is very special, I hardly remember seeing many industrial terrain pieces on railway layouts that are not cranes of some sort.

You're right. The themes tend to be the usual suspects, but this Salt Pan just cried out to be modelled.

Wow. That's an impressive project. Looks like the Lemax Christmas figures would be about the same scale as these, so perhaps you could find some useful figures in that range to complement your layout? I'm converting and repainting some of them for my 60-65mm-ish Victorian project and they can be really nice once they are repainted.
